How to Paraphrase the question in IELTS task 2 ?

Paraphrasing is simply Re-writing a sentence so  that it has same MEANING but with DIFFERENT WORDS.

# It is important to learn before doing your IELTS exam. 
   Prior to taking the IELTS  test, mastering paraphrasing is one of the crucial things to do( this is           paraphrasing of the above bold line.)  

There are following methods to paraphrase a statement:

Method 1:    Using Synonyms- Synonyms are different words that have same meanings.                          

 For instance-  violent crime is on the rise among the teenagers.
 Paraphrased sentence - fierce offenses arising among the young people.

Method 2:  Changing the word order:  In this method we have to add or subtract or change the form of words in reverse order.

For instance : As Language , such as Spanish, Chinese and English become more widely used, there is fear that many minorities languages may die out.

Paraphrased Sentence- There is a fear that many minority languages may die out, as language  such as Spanish, Chinese and English  become more widely used.

So, for paraphrasing the line you need only little knowledge and practice and it is the initial step of writing and mostly examiner look for this skill at the checking time.
